Quad Cities Rush Policy

Once players are registered and rostered to a team they are subject to Rule 004 of the Illinois Youth Soccer Association or Section 3(A)2 of the Iowa Soccer Association and obligated to the team for the soccer-playing year. Players may request a release at any time, but must have fullfilled their obligation and be in good financial standing. The club will adhere to the refund policy posted on this website

To request a transfer or release

1. Make a written request to your head coach for the release. Email will be sufficient.
2. Verify your account is paid in full on Blue Sombrero, or contact the club Treasurer.
3. The head coach will notify the Assistant Director of Coaching and Registrar for review.

To request to join or transfer to Quad Cities Rush
1. Obtain permission from your head coach or home club procedure.
2. Unattached players may contact Rush directly
3. Fill out a Player Interest Form at: https://form.jotform.com/82588031984164
4. The request will be evaluated by staff for placement.

RULE 004. COMPETITIVE PLAYER TRANSFER RULE Effective July 10, 2004, a competitive player is obligated to his/her competitive team for the soccer playing year from the time he/she signs a player registration or team roster form until the end of the soccer-playing year (August 1 through July 31 of the year for which the team is being registered). The constitution and/or rules and regulations of each member League shall contain a player transfer rule/recruitment policy for players transferring from one team to another within that League (Intra-League transfers). Inter-League transfers shall only be allowed during the soccer-playing year when both leagues agree or approved on its merits by the IYSA in response to a special request by the player or the player’s parent/guardian.

Obligation -A youth player and parent are committed to the full term of the obligation as specified in writing by the Member Organization unless the Member Organization agrees to a request for a player transfer. In any case the player/parent must fulfill their financial obligation stipulated by the signing of the commitment.

9.4 PLAYER RELEASE DURING THE SEASON – Any player desiring to be free of registration obligations before the end of a seasonal year must obtain a written release from the team with which the player is currently registered.  The release will only be granted if the player is leaving the club in good faith and the player has fulfilled the financial responsibilities due at the time of release.  If necessary, contact an Illowa executive in cases where you believe your disputes to be unresolvable.

Section G: Player Registration and Transfers

G. Youth players may change teams during the seasonal year in the following manner:
1. Member Organizations reserve the right to reassign players and re-register the new teams by filing the appropriate forms (i.e. transfer forms, adds, deletes) with Iowa Soccer.
2. Rostered players may be transferred within their club, from team to team, by that club’s registrar.
3. Rostered players may transfer from club to club during the seasonal year only by completing and submitting a Transfer form. With the exception of transfers of Recreational players, a transfer will be assessed to the receiving team as per the National Championship Series rules.
4. Member Organizations may deny player transfers if the player/parent has not fulfilled their obligation, financial and/or other, to the club, an obligation that was presented to them in writing at the time of the original registration.
